法兰西的那些人与事

Everyone who has lived in France knows the administration here is a nightmare. And the French only complain about it instead of improving it. Now the new President Sarkozy has the will to take some actions, all the foreign students are concerned if they want to work legally in France.

每个在法国生活过的人都知道法国的行政部门是出了名的冗长和繁琐。但是法国人一直以来光抱怨不改善。现在法国的新总统萨科齐新官上任三把火，有些新法规关系到所有想在法国合法打工的外国学生们。

The temporary authorization of work has been canceled since July 1st 2007, anyone who has the titre de séjour (one-year residence permit generally speaking) or the récépissé (temporary residence permit of 3 months) can work legally when the below conditions are satisfied :

从2007七月起，短期工卡被取消了，这意味着所有拿一年居留和三个月短居的外国学生不用申请公卡就能合法打工了，但是打工要满足以下条件：

1. The employer should make a declaration of employment 2 days before the date of recruitment, by attaching a copy of titre de séjour (student card or récépissé de demande de titre) to the mail including both the employer and the student’s information (Download an example)

1. 雇人公司至少要在合同生效2天前向当地警察局寄一份申报信，并附上学生的居留(或学生证，短居)，信里还要标明雇主和学生的双重信息(下载一份样本)

2. Work no more than 964hr per year (=60% of full time), if the student works more than 964hrs, the prefecture will withdraw the temporary titre de séjour.

2. 一年不能工作超过964小时(也就是全工的60%)，如果学生一年打工超过964小时被有关部门查到，警察局将没收该学生的居留证。

France was the fertility champion of Europe in 2007, with 1.98 children per woman. But within a total of 816,500 babies born last year, 50.5% of them were given birth by unmarried couples, compared to 48.6% in 2006 and merely 5.9% in 1965, according to INSEE (French National Statistics Institute).

2007年，法国成了欧洲新生儿人数的冠军，平均每个妇女生育1.98个小孩。但在去年诞生的所有81万6千5百个婴儿中，百分之50.5属非婚生子女，这个数字在2006年是百分之48.6，而在40年前，非婚生子女的百分比还不到6%。

Those Pitt-Jolie like couples are making a revolution. Family is no longer formed by marriage, but united by the child. When cohabitation is legal and common, marriage doesn’t really change many things, the birth of a child does. And since the difference of levels of commitment and obligations between PACS(a form of civil unions) and marriage has been reduced by the law, marriage becomes more and more like a religious agreement or something you should try once before you die, no age limit.

这些新布赖德皮特和安吉丽娜茱利式的恋人正在制造一场婚恋革命。孩子取代了婚姻成了家庭的新的定义。同居的合法和普遍使得婚姻改变不了多少恋人们的生活，一个婴儿的诞生成了恋爱过程中的重大转折点。法国法律的改动使得PACS(共同民事协定)和婚姻的区别越来越小，婚姻越来越只像是一项宗教协议，一件在离开人世前要做的没有年龄限制的事情。

很早就想写八卦了，今天终于等到了让我动笔的题材。

法国总统萨科齐(Nicolas Sarkozy)和不羁老婆塞西里亚(Cécilia Sarkozy)离婚两个月了，这期间法国的大小媒体纷纷不停的猜测和预计爱丽舍宫的新女主人。萨科齐到底是萨科齐，做什么都不想让法国大众失望。在圣诞来临之前，总统的新女友浮出水面，还不是别人，卡尔拉·布鲁妮(Carla Bruni)是也。本月15号的这个周末，Carla Bruni带着老妈和儿子，与萨科齐在巴黎的迪斯尼玩了两天，于是2007年末的法国媒体炸开了锅。

对于不熟知Carla Bruni的中国朋友，这张清秀的脸蛋到底是谁呢？
